Sir Edward Grey to Mr. Whitelaw Reid.

Foreign Office, July 3, 1912. I HAVE the honour to acknowledge the receipt of your Excellency's note of the 24th ultimo, stating that the American delegates to the Universal Postal Congress in Madrid will be instructed to act in accordance with the views expressed at the Inter- national Opium Conference in regard to calling the attention of the Universal Postal Union to the necessity for regulating the transmission by post of opium, morphine, and cocaine.

In thanking your Excellency for this communication, I have the honour to state that similar instructions will be sent to the British delegates to the Universal Postal Congress.
